Diphallia, penile duplication (PD), diphallic terata, or diphallasparatus, is an extremely rare developmental abnormality in which a male is born with two penises. When diphallia is present, it is usually accompanied by renal, vertebral, hindgut, anorectal or other congenital anomalies. There is also a higher risk of spina bifida

Treatment is a case-by-case analysis taking into account of many considerations including medical and ethical, and involves surgical incision of the non-functioning penis. Because most of the times only one of them is functioning so simple treatment option is surgical incision but we have to rule out other anomalies also because like i said it accompanies spina bifida and internal genitals and sometimes it involves digestive system also....
