I would go to your pediatrician ASAP, go to ER if fever is present. Looks like ETN. Sometimes newborns get “baby acne” due to mom’s circulating hormones leftover in the bloodstream. But I’ve never seen it this bad. Occasionally baby acne healing can be pushed along by dabbing the spots with breast milk (thoroughly sanitize your hands before attempting this).
