I need to figure out what's the problem

So I need some information or a dignosis about my mom's foot. She has been having both feet swell up when she travels. There is pain when doing a rotation movement she feels it tense because it's really swollen. I just want to get suggestion or anything because we can't afford for her to go to the doctor, since we don't have insurance.
