Normally pressure on both sides of tympanic membrane is equal.. Acute inflammation of Eustachian tube leads to edema and congestion of its epithelium and narrowing of its lumen.. It becomes unable to equalize pressure in middle ear so air in the middle ear cavity will be absorbed by the epithelial lining... Pressure becomes negative in the middle ear cavity leading to bulging of tympanic membrane

I think its not bulging, but retraction of tympanic membran. Bulging is the sign of stage supuratif acute otitis media
