A and B? It’s resistant to change because it’s hyperpolarized... right?

I think it should be a because it is hyperpolarized which is the cause for no change not vice versa

Help Plz I have an exam the next week! 😭💔
I get confused between the A and B choices .. 
as I thought the answer would be A but then I remembered that I've read ( Action potential propagation occurs in one direction, because the absolute refractory period of the previous action potential prevents generation of an action potential in the reverse direction ) which made me rethink about the B choice!
