The condition is called phocomelia. It is caused due to thalidomide taken by pregnant mothers for morning sickness.

I believe this side effect motivated the the United States to create the FDA, which closely scrutinizes new drug for unacceptable side effects. Thus the US has stricter medication standards than many other countries.
