The male urethra has two sphincters (1) internal bladder neck. (2) external sphincter In the membranous urethra. Which one maintains urinary continence?

Both the sphincters are a part of controlling micturition (Urination). The internal sphincter is the continuation of the detrusor smooth muscle( contracts when it's stimulated by pelvic spIancnic nerve in order to empty the bladder), so it is involuntary and under autonomous nervous control same like detrusor smooth muscle. The external sphincter is made of skeletal muscle, hence voluntary and under somatic control. The internal sphincter also has another role in males it prevents reflux of seminal fluids into the bladder. hence both act to maintain Urine continence.
