I believe masturbation will affect memory but only temporarily. According to state-dependent memory, the amount of neurotransmitters kept within the synaptic cleft (such as GABA when we are drunk, or dopamine when we are high) can negatively affect our ability to remember events or memories that we have outside of our state of mind. For example, when someone is drunk, they most easily remember events that happened when they were drunk. However, the release of endorphins and dopamine after you masturbate is only temporary (only a few minutes, perhaps, post-orgasm).
