Edema the lower limbs

Male, 64 years old. He is hypertensive and he has COPD. Twenty days ago, he noticed an edema in the lower limbs, being worse the left leg. He feels burning pain and he realizes that his leg is red. When he elevates the lower limbs the edema decreases. What is the probable diagnosis and treatment?
