Any ideas?

So, this has been going on for almost 4 years or so. Only hands are affected, only in the cold season. My doctor said it is some sort of cold allergy, but thing is i was not even exposed to cold this year and it still appeared. Skin on the affected area feels very rough, at some point it might crack and bleed. I would love to hear your opinions on this one. Thank you!
