It's a birth defect where there's a sac protruding from the spinal cord. The sac contains spinal fluid but doesn't contain any neural tissue. it could be covered with skin or with meninges

Spine problem......birth defect in which a developing baby's spinal cord fails to develop properly. It occurs when a developing baby's spinal cord fails to develop or close properly while in the womb.
