It is the vascular spaces in this tissue that fill with blood to generate an erection. Ventrally you can see a single, unpaired, erectile tissue called the corpus spongiosum. Instead of filling with blood, this tissue conveys a tube called the urethra - the passageway that conveys semen during ejaculation. It makes sense that this region of tissue does not fill with blood because, if it did, the urethra would become compressed and ejaculation would be impaired.
